The condition underneath that ladder is feeding. Asked "Why has my dinosaur stopped growing?", the developer's answer — relayed in GameTio's FAQ — is that its belly "must stay more than half full for growth to continue." If your dino stalls, the fix is food: growth resumes while the belly stays above half full, and the same FAQ answer confirms the end state — "Once grown, a dinosaur can become a rideable companion."

The official How To Play describes the entire mount in two words: "hop on." In its sequence, riding follows growth directly — hatch, feed, grow, then hop on and ride. There is no taming or training step between feeding and riding in that chain.
One honest limit before you go looking for prompts: no official page names the key, button, tap or proximity prompt that performs the hop-on, and the game runs on PC, mobile and console, so the physical input naturally varies by platform. Steering, speed and dismounting are similarly left undescribed. What's decision-relevant is upstream of all of that: only a fully grown dino gets the "hop on" treatment, so if nothing happens, keep feeding first.
